Some new users don't appear in the approval queue

If the Email Verification option is enabled, users will not appear in the Approval Queue until they have verified their email address. This ensures that you only have to review and approve legitimate users.

You can disable the email verification feature, resend the verification email to a user, skip email verification for the user, or restrict permissions for users that have not verified their email address. Instructions are available in the Email Verification support article.
