		<description>&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Self-regulation and Gun Marshalling&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Interested Parties:&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; UKWF, HMG, ACPO, and all 'westerners'&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Objectives:&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; to try and gather all western clubs of all types and persuasions, under one umbrella federation, i.e. U.K.W.F., who can lobby and negociate for al affilliated clubs/organisations in what is to be considered as being their best interests of continuance of their rites to own and possess blank firing replica pistols and long guns of the 'western' period, i.e. prior to 1880 within the North American continent.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Future punative legislation will affect everyone, so it is in the interests of all to join together and speak with one voice. We must now follow suit.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;How do we set about making a start ?&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;A very ;good start point could be for ALL western/country music/authentic events where blank firing weapons are being or intended to be used to be 'policed' by trained and qualified Gun Marshals.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;This leads us into what we need to do in finding and training our Gun Marshals:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Temperament and personality:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Our Marshals should be sober and even tempered, well able to keep their cool in any and all situations, the ability to diffuse, rather than exacerbate a situation is essential. A pleasant happy personality, but with the ability to act swiftly and decisively are a must. The ability to command without intimidation or bullying&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Pre-Cons:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Our Marshals must not have any previous convictions for firearm or violent/serious assault. My thoughts on this are: if a situation developed and eventually ended up in court, the qualification of our Gun Marshal, as well as UKWF could be called into question. I&amp;nbsp; am aware that this is a difficult point, but risk assess it, perhaps you could reach the same conclusions that I did.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;SCRIPT&gt;&lt;!--D( );//--&gt;&lt;/SCRIPT&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Qualifications:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Ideally, a Marshal should be the holder of an Explosives/FAC/SGC or have recent experience of serving within HM Forces/Civil Forces, preferably within a combat situation. 'Recent' could need qualifying, but possibly within the past 15 years or so ?. He/she should be able to display a thorough knowledge of the weapons in use within our 'western' hobby. The kowledge of what can go wrong, likewise is essential. He/she should be able to recognise /non western' weaponry as well.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Training:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Very hard topic. At preset UKWF and Lone Star do not have 'trained' Marshals, so I would suggest that we set a minimum benchmark using the very best of the Gun Marshals we have operating at this moment in time. I am able to think of a number, all of whom I have met over our weekend at Malvern. Accepting these Marshals as the 'standard' then we have to train up to that standard, and the easiest way would be to try and select the 'best' Marshal we have and put him/her in charge of the physical aspect of Gun Marshal training. A controversial point perhaps, but it could reflect in a common standard of the resulting Marshals.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;What do we teach:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Be polite&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Be firm&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Able to recognise a replica gun from a real one&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;To know how to check whether or not a weapon is loaded&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;To know how to check whether or not the weapon has been illegally or legally modified.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;To know how to check whether a 'real' gun is loaded/cylinder is charged, primed/not primed&lt;SCRIPT&gt;&lt;!--D( );//--&gt;&lt;/SCRIPT&gt; &lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;To know how to check thro' a valid/invalid FAC/SGC and check against the weapon and owner&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Safe return of weapon to the owner OR removal of the weapon from the owner to a safe place, should the owner still wish to pass thro' the Marshalling Point.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Let us examine all of these sub headings:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Be Polite: &lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Meaning, to approach the examinee with a smile and a pleasant greeting, i.e. 'good evening' with the question as to whether or not he/she is carrying side/long arms (unless obvious). Ask the owner to demonstrate to you that the weapon is not loaded, a smile a friendly tone in the voice works wonders. Never take an aggressive stance, it never works at this moment in time.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Be firm:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Be firm as well as pleasant, you cannot take 'no' for an aswer, a 'no' means that this person cannot and will not pass your point, but will have to return from where he/she came. This is obviously the last resort, so your polite but firm stance is essential (being in authentic western dress will help enormously)&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Gun recognition:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;A difficult thing to do, but use your eyes, look for the offset cylinder i.e. chamber does not line up with the barrel/breech, look for primer nipples on the rear of cylinder, try to spot the barrel muzzle plug if fitted.&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Checking the weapon (loaded or unloaded):&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Most of the time the owner will pass the weapon to you for examination, so firstly check if it is not loaded. In the case of centre fire/rim fire 1873 models, open the loading gate, putting the hammer at half cock and rotating the cyclinder, checking that each chamber is empty. Should the weapon be a 'real' or live firer, then check that the nipples at the rear of the cylinder are free from primers and that there are no powder charges within any of the chambers. The only way to do this is once again putting the hammer in the half cock position and turning the pistol so you are able to view the front of the hambers in the cylinder, and check that none of the chambers are charged with powder. Long guns should be treated in the same way, excepting flintlocks, where the frizzen pan she be open, if it is closed,&amp;nbsp; then the hammer is in the half cock position, so the frizzen pan could be primed ready to fire. BE CARFUL. Percussion locks can be treated in the same way as the pistols, but it is difficult to accertain whether or not it is loaded. As a general rule if you are suspicious, try the ramrod down the barrel, it should go most of the way down and should strike against the steel end plug of the barrel. The owner should have with him/her a current FAC/SGC for inspection. An antique weapon does not require any documentation at all, but again must not be loaded, if loaded needs certification as before.&lt;SCRIPT&gt;&lt;!--D( );//--&gt;&lt;/SCRIPT&gt; &lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Safe return:&lt;/FONT&gt;&lt;/DIV&gt;&lt;DIV&gt;&lt;FONT face=Arial size=2&gt;Once a weapon has been successfully checked and has been found to be all correct, then the owner should be thanked for his/her co-operationb and handed back. Should the weapon fail. then the owner should be told what was found to be wrong, and that he/she could not pass your inspection point. He/she should be given the option to leave the weapon at the inspection point and to collect from your point once they leave the area.
