Question about the Bond program

Does anyone know what the hold up is on the bond program????? I know they do not have a rate yet, But why is it taking so long????? I pray that the reason for the delay will be resolved ASAP and this program will be available soon...........Or I'm I just wasting my time waiting on the rate for this program????? Is anyone else trying to use the bond program???
