		<description>Let it be known that at the July 22 Council meeting the council approved Ordinance #1932 which gives the Code Enforcement the right to ticket residents for not caring for their front yards and parkways because they negatively affect the asthetic quality of the surrounding neighborhood (ref. Thus, it&lt;/P&gt;&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; is Greg who is still with Allied and can remember what we all went through.&lt;/P&gt;&lt;P&gt;&amp;nbsp;The problem of sweeper coordination in the Ramona Tract was the focus of this meeting. Allied (Mark, Chris, and Gilbert Alvarado) had met with Allen Richards of the Ramona Homeowners Association the week before to hear his concerns. Allied is consistently working after the timing windows. Other complaints included carts left in driveway, trash spilled, etc. &lt;/P&gt;&lt;P&gt;&amp;nbsp;Allied stated that the sweeping timing windows in Ramona tract are very short, some are just one hour. This, in conjunction with the problem of cars parking after parking enforcement passes by, has caused them to miss the windows. I stated that the windows have historically been short to accommodate parking in the neighborhood, as parking is very limited.&lt;/P&gt;&lt;P&gt;&amp;nbsp;Allied stated that they have helpers on the trash trucks in this neighborhood but not the other trucks. Allied also stated that they are spending nearly $125,000 annually on helpers and extra routing to accommodate the service challenges they have faced in Hawthorne. This amount is in on top of their proposed cost estimate, which assumed full automation.&lt;/P&gt;&lt;P&gt;&amp;nbsp;It was suggested by Allied that sweeping windows be extended. Allen Richards has suggested that the opposite side of the street be allowed to park during the sweeping time.&lt;/P&gt;&lt;P&gt;&amp;nbsp;I indicated that this is a possibility, though it would come at an expense to the City. I suggested that Allied get additional helpers and it was agreed that this could happen but Allied would need to be compensated. Kurt Bratton stated that he would prepare an estimate of the costs of these helpers. &lt;/P&gt;&lt;P&gt;&amp;nbsp;It was also agreed that Allied will prepare a report of what timing changes should be made to make the Ramona coordination a success. &lt;/P&gt;&lt;P&gt;The streetsweeper will be met with once this information is in and, the sweeper's route may be altered. It was agreed that Allied should include observations from its drivers concerning the sweeper's timing and that, ultimately, it is preferable that the sweeper's schedule be altered as little as possible. &lt;/P&gt;&lt;P&gt;&amp;nbsp;Customer service and lengthy hold times were also discussed. Allied claims that&lt;BR&gt;additional staff have been hired and training has improved to assure that customer service will be improved.&lt;/P&gt;&lt;P&gt;Rick Carver discussed the importance of proactive illegal dumping service. Allied has on occasion been unresponsive to requests from City staff to remove items. The role of the police department and public safety in regards to this service was also explained. The details of the service (routes, response times, etc.) were explained again to Allied. It was also noted that Allied should be more proactively documenting properties that frequently dump illegally and share this info with City for enforcement purposes. Allied agreed to do its job as required.&lt;/P&gt;&lt;P&gt;Summary&lt;BR&gt;&amp;nbsp;&lt;BR&gt;&amp;nbsp;Allied will be providing the City with two pieces of info:&lt;/P&gt;&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; A report on Ramona tract sweeper windows and how they should be changed to improve the situation&lt;/P&gt;&lt;P&gt;-&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; A cost for additional helpers on trucks that service Ramona&lt;/P&gt;&lt;P&gt;&amp;nbsp;Customer service will improve as will illegal dump service.&lt;/P&gt; &lt;p&gt;Forum: &lt;a href=&quot;http://www.websitetoolbox.com/mb/ramonaneighborhood?forum=23731&quot;&gt;Old Messages&lt;/a&gt;

		<title>Trash Bins 2X per week</title>

		<title>Street Parking</title>

		<description>&lt;P&gt;Why is it that nobody cares for the neighbors? our street is one side parking only, but there are a few&amp;nbsp;houses that have 5 and 6 cars each, on the day the sweeper comes they park their big cars and don't move them until next week for the sweepers again and so on...
