Website Down - Can't Complete Match Report

Are we aware that website appears to be down all Monday until now (1.30pm) can't complete match report from weekend.

Who can report this?

As a player/ref I would like you to consider an issue from a goalie's point of view.

A high ball was put into around the 6 yd line which I went up for, caught, and came down with my back towards the opposing player. I was hit in the back by a hard body check after I my feet had hit the ground and there seemed little attempt by the attacking player to make any effort to challenge the ball. The ref immediately gave a free kick, nothing said to the attacking player.

I was disadvantaged in a number of ways. I was injured and there are not too many substitute goalies. I received a free kick on the 6yd line rather than being able to kick the ball from the 18 yd line, 12 yds less. If the intention was to intimidate me it worked.

If this had been in the middle of the field to a player it could be considered Serious Foul Play.

A goalie is not a protected species but they have little defence against attacking players as they are concentrating on the ball not the player. A contest I relish, a belting I don't.

I ask you to watch this very carefully and ask why at least a caution should not be given rather than give advantage to the attacking team again.

Headers using oppositions shoulders

Where a player uses an oppositions shoulder to lift himself to a header, is this an offence? If the action is not considered careless or reckless, is the fact that a player lifts himself over the opposition, considered a push? Interested in views...

Player numbers not matching the match card

Hi,

I cautioned somebody over the weekend and noted the caution and the players number in my notebook (not on the match card) where I have space to record the offense and the time of the caution.

After the game, when I went to note the players ID, I noticed that there was no name listed against the corresponding number on the match card. What are the implications here? Is there anything I should have done differently? Whose responsibility is it to ensure that the shirt numbers match up with the names on the match card?

when a direct free is being taken by a player and an opposing player enters the penalty box too early and the attacker misses the goal,when the direct is taken again does it have to be taken by the same player?

Annoying Interchange

Ok. I was refing a game on the weekend, and the two coaches both agreed that interchanges where to be made from half way, and the players coming off where to be off the field before the players coming on could enter the field of play. Well, all throughout the 1^st half BOTH teams coaches wouldnt stop the girls from waiting until the players coming off had left the field of play before the players coming on entered, which meant that after every interchange I had to count the players!

So at half time I went up to the coaches and re-enforced the fact. But they continued to let the players run on and off without any order.

What my question is, what is the best way to handle this. Is there any way you can say no more subs.

Any help much appreciated.

I have an issue with the process utilized for send offs within the association.
With the introduction of the referee system for AL2's and below, the interpretation of relatively inexperienced player referees can have a significant effect on the outcome of games - both in the game being played at 1pm, the following game at 3pm and the following weeks fixtures.

My understanding is that any red card offence (from an instinctive hand ball to stop a shot entering the goal to a violent conduct change) carries with it a mandatory minimum 1 week penalty - regardless of circumstance and regardless of any defence that a player may provide.

So the referee at 1pm refereeing his home side can take action against players in the opposing squad - any red card means the player or players cannot play the remainder of the game, cannot play the 3pm game, and will have to sit out the next weeks two games 1pm and 3pm (minimum) regardless of the merits of the card and the referees interpretation.

Can anyone advise whether I have the system correct?

hi just a though, why dont the assoisation make a whole new website and maybe a portal where you login, check your games, swap with others, use a forum, where notices be posted, view recent assesment reports etc etc.
maybe somthing like edumate that our school uses makes life easier.

Offside? (Again)

Id like to get some discussion on the incident from this mornings match at the Euro, Italy v Holland, regarding the first Dutch goal. There has been much said on the web about it already, but as usual, much of it uninformed.

For those who havent seen it, Italian goalkeeper Buffon and defender Panucci both leaped to defend a shot at goal close to the right post. They collided and Panucci fell to the ground over the goal line. Apparently injured, Panucci stayed on the ground outside the field of play.

As the ball rebounded, a Dutch player played the ball back towards goal where Dutch forward van Nistlerooy played the ball into the net.

Now, van Nistlerooy was standing right next to the goalkeeper, at least 2 metres behind the last Italian defender. Offside? Not according to the linesman. The goal was given, with the ruling on the field reported to be that since Panucci had left the field of play without permission, he was putting van Nislterooy on side.

I know there are comments about players stepping over the line to intentionally put opposition players offside in the Additional Intructions.. area of the law book, but I dont think this qualifies.

Thoughts?

As an attacker is about to take a shot on goal with no defence in his way (including the goalkeeper) a substitute of the defending team, who is standing off the field of play, throws an object at the attacker before he can take his shot at goal. The attacker is knocked down and play is stopped. After sending off the substitute for violent conduct, what is the proper restart?

Indirect free kick for the attacking team, from where the object struck the attacker

The correct answer was Indirect free kick for the attacking team, from where the ball was when play was stopped.

The penalty kick restart can only take place if the offense committed is a foul, and for a foul to have taken place it must be committed by a "player", which, under Law 3 - The Number of Players, is strictly different from a "substitute" or a "substituted player". So sadly, a penalty kick cannot be awarded due to the fact that the perpetrator is a substitute. So are we forced to rule this as "outside interference" and do a dropped ball, giving the opponents the opportunity to stand in front of the ball when they were once caught flat on their feet and yards behind by the attackers? No, and here's why: When any object is picked up by a player, substitute or substituted player, that object is considered an extension of their hand, as illustrated in a specific scenario detailed in the LOTG Q&A Section 2006 (Q12.4). So, for example, a player that takes off their own boot and throws it at the ball as it is about to enter their own goal is guilty of deliberately handling the ball, and also for denying an obvious goal scoring opportunity, which will earn them a red card. The same applies here; by throwing the object onto the field, the substitute has extended their arm onto the field of play, thus entering the field without the referee's permission and not in accordance with the proper substitution procedure in Law 3 - The Number of Players. This infringement we may punish by "an indirect free kick at the place the ball was located when play was stopped".

Procedure for Throw in not taken from the mark

Could someone clarify the following:

The throw in rule states that - for any other infringement of this Law:

the throw-in is taken by a player of the opposing team

If a player attempts to restart play with a throw that is not at the point where the ball went out, what is the correct ruling?

If deliberate - then possible unsporting behaviour - but the ball is not in play - what would the restart be?

If not deliberate, where in the rules does it indicate they get to retake a throw in? - Is the ball considered not in play because the restart (the throw in) was incorrectly taken?

Goalkeeper control of the ball

I have a query in relation to the following FIFA ruling:

The goalkeeper is considered to be in control of the ball by touching it with any part of his hand or arms. Possession of the ball includes the goalkeeper deliberately parrying the ball, but does not include the circumstances where, in the opinion of the referee, the ball rebounds accidentally from the goalkeeper, for example after he has made a save.

So, read in conjunction with Law 12:

An indirect free kick is awarded to the opposing team if a goalkeeper,

inside his own penalty area, commits any of the following four offenses: touches the ball again with his hands after it has been released from his possession and has not touched any other player

So if a keeper deliberately parrys a ball, (eg by pushing a shot onto the post) he is considered to be in possession - and therefore cannot touch the ball again with his hands until touched by another player...?

Is this interpretation correct? The keepers deliberate parry/save cannot be considered an accidental rebound (???)
