		<description>&lt;B&gt;&lt;FONT color=#990099&gt;Fished the East Walker River with Bill Ossolinski last Tues.,Wed. and Thursday. Weather was perfect and the water flow was at 92cfs,which is the right amount of water to fish and to be able to cross the river when needed. Tues. afternoon fished below the dam and did not get a take. Wed. morning fished on the Nevada side and Bill caught two fish &lt;/FONT&gt;&lt;/B&gt;&lt;BR&gt;&lt;B&gt;&lt;FONT color=#990099&gt;+- 16&quot;, both were rainbows. &lt;/FONT&gt;&lt;/B&gt;&lt;B&gt;&lt;FONT color=#990099&gt;Wed. evening at 5:00pm we fished the Nevada side again, but a little closer to the state line. I hooked 4 fish and landed 2. Bill hooked 7 fish and landed 4. All were rainbows from 16&quot; to 19&quot;. These fish were &lt;/FONT&gt;&lt;FONT color=#ff0000&gt;HOT!!!&lt;/FONT&gt;&lt;FONT color=#990099&gt;.The bows would smack the streamer, break the surface and then shoot to the bank, down stream&amp;nbsp;or up stream with a few more jumps.&amp;nbsp;Bill has fished these waters for 30 years. He showed me how to fish a streamer and the&amp;nbsp;feeling you should have when the streamer is making it's drift. He said this is how it use to be. Well, for one night we caught it just like it use to be.&lt;/FONT&gt;&lt;/B&gt;&lt;BR&gt;&lt;B&gt;&lt;FONT color=#990099&gt;&lt;/FONT&gt;&lt;/B&gt;&lt;br&gt;&lt;B&gt;&lt;FONT color=#990099&gt;Thanks Bill.&lt;/FONT&gt;&lt;/B&gt;&lt;BR&gt;&lt;B&gt;&lt;FONT color=#990099&gt;We used a streamer that we bought at Ken's in Bridgeport.&amp;nbsp;&lt;/FONT&gt;&lt;/B&gt;&lt;BR&gt;&lt;B&gt;&lt;FONT color=#990099&gt;You can see from the caddis on the branch that the fish have plenty to eat.&lt;/FONT&gt;&lt;/B&gt;&lt;BR&gt;&lt;br&gt;&lt;B&gt;&lt;FONT color=#990099&gt;&lt;/FONT&gt;&lt;/B&gt;&lt;P&gt;&lt;B&gt;&lt;FONT color=#990099&gt;Bob De&lt;/FONT&gt;&lt;/B&gt;&lt;BR&gt;&lt;B&gt;&lt;FONT color=#990099&gt;&amp;nbsp;&lt;/FONT&gt;&lt;/B&gt;&lt;BR&gt;&lt;/P&gt;</description>

		<title>Let's be Careful Out There</title>

		<description>This occured at the Yuba a few days ago. &lt;br&gt;&lt;br&gt;The water under the Hwy 20 Bridge is about 3-4 deep with a very strong current.&amp;nbsp;&amp;nbsp;When the boat approached the bridge pier from upstream the boat went sideways against the pier and rode up on the pillow of water that forms.&amp;nbsp; The boat flipped and immediately sank.&amp;nbsp;The guide got out - barely.&amp;nbsp; They tried prying the boat with poles - that did nothing.&lt;br&gt;&lt;br&gt;A friend of mine took these pictures.&amp;nbsp;&lt;br&gt;</description>

		<description>&lt;P&gt;Posted by Dan Bacher on 2008-04-17 11:13:44 ON&amp;nbsp;Dan Blanton's BB&amp;nbsp;&lt;TABLE width=&quot;100%&quot; align=center border=0&gt;&lt;TBODY&gt;&lt;TR&gt;&lt;TD width=800&gt;&amp;nbsp;&lt;P style=&quot;MARGIN: 0px&quot;&gt;Federal Judge Tosses Plan to Export More Delta Water&lt;BR&gt;&lt;BR&gt;by Dan Bacher&lt;BR&gt;&lt;BR&gt;(Fresno) Federal judge Oliver Wanger on April 16 tossed out a controversial federal plan that would have allowed more pumping of water from the imperiled California Delta at the expense of five species of protected chinook salmon and steelhead trout. &lt;BR&gt;&lt;BR&gt;Recreational fishing, commercial fishing and conservation groups and the Winnemem Wintu Tribe celebrated the ruling as a victory for the millions of Californians who depend on the delta for drinking water, fishing jobs and agriculture. The Sacramento-San Joaquin River Delta is the largest and most significant estuary on the West Coast - and increased state and federal exports to subsidized agribusiness and southern California in recent years are a key factor in the collapse of Sacramento River salmon. &lt;BR&gt;&lt;BR&gt;In his opinion Judge Oliver W. Wanger relied on the National Marine Fisheries Services (NMFS) own finding that diverting water from the bay-delta was killing huge numbers of salmon. He said, This morbid projection is inconsistent, if not irreconcilable with the agencys opinion that the project operations did not jeopardize the survival of the fish. He also faulted the agency for failing to analyze the effects of global warming on the fish, calling that failure arbitrary and capricious. &lt;BR&gt;&lt;BR&gt;&quot;How extirpation of approaching one-third of the species affected by Project operations does not constitute jeopardy is not explained,&quot; said Wanger. &quot;NMFSs no jeopardy conclusion for the Project operations effects on the spring-run Chinook is expressly contradicted by underlying data and opinions of the BiOp.&quot; &lt;BR&gt;&lt;BR&gt;The ruling that throws out a 2004 long-term water plan known as OCAP (Operating Criteria and Plan) comes in the wake of the federal Pacific Fishery Management Council's April 10 decision to cancel this years commercial and recreational salmon fishing season because of an unprecedented collapse of Sacramento River chinooks. The California Fish and Game Commission on Tuesday unanimously voted to close state waters in conformity with the federal body's decision. &lt;BR&gt;&lt;BR&gt;The Commission will decide on whether or not to close salmon season on Central Valley rivers at its meeting in Monterey on May 9. However, it is extremely likely that the Commission will close salmon fishing on the Sacramento, American, Feather, San Joaquin and other rivers in conformance with the PFMC's &quot;zero take&quot; allowance for the dwindling salmon population. &lt;BR&gt;&lt;BR&gt;Earthjustice Attorney Mike Sherwood, the same attorney that litigated to get winter run chinook salmon protected under the federal Endangered Species Act in the early 1990's, also litigated this case successfully. &lt;BR&gt;&lt;BR&gt;With his decision today, Judge Wanger has placed salmon survival back at the center of Californias struggle to protect our natural heritage, said Sherwood. There are several man-made factors that have contributed to the collapse of salmon runs. One factor is pumping too much of our water from the delta and exporting it south. This ruling makes it clear that there are biological limits to the amount of water we can export south. &lt;BR&gt;&lt;BR&gt;&quot;The teachings of our Spiritual Leaders and our inherent cultural beliefs - that the salmon are our relatives are sacred and necessary for the continuation of life - makes us feel happy and sad on this day,&quot; said Gary Mulcahy, governmental liason for the Winnemem Wintu Tribe, after hearing of the historic decision. &quot;We are happy that the salmon  who cannot speak for themselves  had friends, allies and warriors to step up on their behalf and because of that they may yet have a chance to continue in the cycle of life. We are sad that it had to come to this and the near extinction of our relatives before it was acknowledged that the people who had the responsibility to actually protect them were in fact responsible by intentional manipulation and misstatement of facts for their near total extinction.&quot; &lt;BR&gt;&lt;BR&gt;He emphasized, &quot;But, has that not been the case throughout water management in California? Nothing seems to be important to those that want to take, except how much more they can get. These two bills are greatly needed at a time when the Central Valley chinook salmon population and the California Delta ecosystem are in a state of unprecedented collapse. &lt;BR&gt;&lt;P&gt;For the first time in history, commercial and recreational fishing for chinook salmon this year will be banned in ocean waters off California and most of Oregon. While the Bush and Schwarzenegger administrations blame the collapse on &quot;ocean conditions,&quot; a coalition of recreational and commercial fishing groups, environmental groups and Indian Tribes contends the collapse is largely the result of increased water exports out of the Sacramento-San Joaquin Delta and declining water quality caused by agricultural pollution. &lt;P&gt;AB 1806, the Fish Rescue Plans Bill by Assemblywoman Lois Wolk (D-Davis), passed through the Assembly Water, Parks and Wildlife Committee today on a vote of 8-5, with the State Water Project and Federal Central Valley Project mitigation requirements included. The next stop will be the Assembly Appropriations Committee in a couple of weeks. &lt;P&gt;However, legislative staff anticipate it will not come up for an actual vote in Appropriations Committee for several weeks, probably later in May. &lt;P&gt;AB 1806 requires public land managers to prepare emergency fish rescue plans before undertaking a project that would have a significant adverse impact on fishery resources in the Delta. The bill covers mitigation for the Prospect Island fish kill and requires direct and indirect mitigation for fish losses from the state and federal water export pumps in the California Delta. If this measure is passed, there would be millions of dollars of mitigation money available for rapidly dwindling chinook salmon and Delta fish populations. &lt;P&gt;&quot;We strongly support AB 1806, particularly the provisions that require mitigation by the state and federal delta pumping facilities,&quot; said Dick Pool, representing Pro-Troll Fishing Products, the American Sportfishing Association and Water4Fish.org. &lt;P&gt;Direct mitigation is for fish killed directly at the pumps or in Clifton Court Forebay. Indirect mitigation is for losses of fish that are pulled out of their normal migration path by the pumps, but perish before they get to the pumps. &lt;P&gt;&quot;The state has never mitigated for indirect losses and the federal pumps only mitigated for direct losses for a few years,&quot; said Pool. &quot;The federal pumps have never mitigated for indirect losses. Many biologists believe that indirect losses are far greater than direct.&quot;&lt;BR&gt;&lt;BR&gt;The Allied Fishing Groups, California Sportfishing Protection Alliance and Pacific Coast Federation of Fishermen's Associations (PCFFA) are also supporting the bill. The Desert Water Agency, Valley Ag Water Coalition, Association of California Water Agencies, State Water Contractors Association, Metropolitan Water District of Southern California and other agricultural districts that take water from the Delta are opposing the legislation. &lt;P&gt;The Central Valley Flood Control Association and the Resource Landowners Coalition indicated they would likely be removing their previous opposition to AB 1806 in the committee hearing yesterday, based on the amendments that were taken. &lt;P&gt;Wolk's AB 2502 also passed easily through the Committee today without a single no vote, though 3 Republican Assemblymen abstained. This bill will create a Delta Ecological Restoration and Recreation Area that will allow increased angling, hunting and other recreational access while providing needed fish and wildlife habitat.&lt;BR&gt;&lt;BR&gt;&quot;This bill is an excellent opportunity to accomplish ecosystem restoration in the Delta while enhancing the local economy by creating greater opportunities for recreation such as hunting and fishing, and other outdoor activities,&quot; said Wolk. &quot;These islands have been neglected and poorly managed, as was shown by the devastating fish kill that occurred on Prospect Island this past December. It's time for a new approach and someone to take charge.&quot;&lt;BR&gt;&lt;BR&gt;Ducks Unlimited, the California Sportfishing Protection Alliance, the Recreational Fishing Alliance, California State Parks Foundation, and Trust for Public Land are supporting the bill. The CA. Central Valley Flood Control Association is opposing the bill.&lt;BR&gt;&lt;BR&gt;Wolk proposed for the state to buy Prospect Island and Little Holland Tract from the federal government and Liberty Island from the Trust for Public Lands and turn them into a state recreation area. However, a Trust for Public Lands spokesman said at the hearing that they plan to donate their land for the creation of the recreation area!&lt;BR&gt;&lt;BR&gt;Thanks to everyone who attended the hearing or wrote a letter in support of these two badly needed bills. We need to let everyone know we won round one and that round two will be more difficult. 		<description>Thanks Bill and Knute for hosting a great outing.&amp;nbsp;&amp;nbsp;Despite the relatively cool, windy&amp;nbsp;weather (and cool water temp) the bass were biting, especially in the smaller, shallow pond.&lt;BR&gt;&lt;BR&gt;It sounds like everyone did well using damsel nymphs, perch fry (thanks Jim Holmes for tying instruction), wiggle tails (thanks Gene&amp;nbsp;Goss for tying instruction), clousers, etc.&amp;nbsp; Lines used ranged from&amp;nbsp;floating&amp;nbsp;down to 200 gr. sink tips (I think most used intermediate).&lt;BR&gt;&lt;BR&gt;Did anyone catch a lot using surface flies?&lt;BR&gt;&lt;BR&gt;Most fish were&amp;nbsp;about 2 lbs. and I'm pretty sure someone caught a 4 lb.&lt;BR&gt;&lt;BR&gt;Thanks to the chefs for the&amp;nbsp;good BBQ and chili lunch.&lt;BR&gt;&lt;BR&gt;Thanks again to Bill and Knute for an excellent day&amp;nbsp;&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;</description>
