How to Start a USCF Rated Club?

Could use some brief advice on starting a rated club. No problem with advertising, supplies, or location for playing. I need info on how to run the accounting side of the club, do I need to register the club with a government agency (it will be a non-profit club), and how to run tournaments. Is there software I need to run the club. Any advise you can offer on the administrative side or accounting side of the club would be great. How do you run a USCF tournament. Where do you start with this.
